1990 PLYMOUTH SUNDANCE User Comment / Complaint

I bought a sundance for a fair price but i can't get the low beams to work the high beams work just not the lows the fuse isn't blow i checked also i find the engine surges when driving not sure how to fix these problems. the bulbs are still in good shape.
