what can I do to fix the fuel gauge malfunction,needs to be fixed in order to pass the smog??

Low fuel indicator is on constantly. has gotten worse over time as the gas gauge would work properly for the first 1/2 tank, but below 1/2 tank would simply show empty. now, after filling up with gas, still shows as empty with low fuel light on. view
